Darum geht es: “France cannot recapture its former glory alone. But, as a leader of the EU, it can”

Die Kampagne läuft wieder. Obwohl wir wissen, dass die Eurozone nicht durch ein Eurozonenbudget und mehr Umverteilung stabilisiert werden kann (ich erinnere an die diesbezüglichen Studien des IWF), werden die Akteure aus Frankreich nicht müde, danach zu rufen. Ich bleibe dabei, dass es vor allem darum geht, die eigenen Finanzen aufzubessern, haben die Franzosen doch schon bisher sehr gut verstanden, europäische – vor allem deutsche – Mittel für sich zu mobilisieren. Beispiel: Die Rettung Griechenlands war eine Rettung französischer Banken.

Nun gut, also weist Madame Lagarde erneut – zu Recht! – darauf hin, dass die Eurozone nicht für eine Rezession gewappnet ist:

  • “The eurozone has made political errors that were ‘not acceptable’ and have left it dangerously exposed to economic storms, according to the International Monetary Fund. The sharp criticism of how the single currency is managed marked a step-up in the language used by IMF chief Christine Lagarde. (…) Ms Lagarde, speaking at the French central bank in Paris on Thursday, said eurozone banks were ‘not safe enough’ from the peril of another financial crisis.” – bto: So ist es und es liegt daran, dass wir die faulen Schulden nicht bereinigen und die tiefen Zinsen die Finanzkraft der Banken zusätzlich erodieren.
  • “Nothing short of a single market in finance, as had been achieved in goods and services by the European Union, would be sufficient to stave off another economic storm, said Ms Lagarde, a former French finance minister. There needed to be a pan-eurozone guarantee on bank deposits, despite the political controversy the policy carried, she added.” – bto: Dabei wissen wir, dass es nur wenige Fälle gab, wo Beträge unter 100.000 Euro ein Problem waren. Es geht hier darum, deutsche Gelder für italienische Banken zu mobilisieren, damit diese ihre Verpflichtungen französischen Banken gegenüber nachkommen können. Können wir das bitte auch so klar und deutlich sagen?

Dazu passend dann die bedauernde Feststellung in der FINANCIAL TIMES (FT), dass es Macron nicht gelungen ist, ein großes Eurozonenbudget durchzusetzen:

  • “A key part of his successful campaign for the French presidency, the budget was envisaged as a fiscal bazooka worth several percentage points of eurozone GDP. But the plans have since been progressively whittled down by wary EU governments. The tool’s eventual firepower could be capped to as little as €22bn spread over seven years.” – bto: “several percentage points” vom BIP bedeutet, dass a) die Deutschen zahlen und b) pro Prozentpunkt bei uns rund 34 Milliarden. Nur so als Hinweis …
  • “France insists that all is not lost. The initiative is still an important first step that could be further developed over time — part of a journey to ‘euro area sovereignty’, say French officials. Paris is also pushing for an intergovernmental agreement to ensure that ‘strategic decisions’ on the budget are taken by eurozone governments — with non participating countries kept out of it.” – bto: Dazu sind die Kassen in Frankreich zu leer. (Und sie überschätzen unsere Leistungsfähigkeit.)

Doch um was geht es den Franzosen? Darum: “France cannot recapture its former glory alone. But, as a leader of the EU, it can.” So zumindest die ehrliche Aussage dieses Kommentars bei Project Syndicate:

  • “French President Emmanuel Macron recently launched his platform for the upcoming European Parliament elections. Official reactions to his approach were mostly positive, (…) But, in the chorus of approval, one notable voice was missing: Germany.” – bto: was blöd ist, sollen wir doch bezahlen.
  • “Annegret Kramp-Karrenbauer (…) response to his platform implicitly challenged France’s commitment to a more centralized Europe.” – bto: Was für eine Frechheit! Was erlauben AKK …?
  • “First, she advocated for the EU to have a permanent seat on the United Nations Security Council – a privilege that, in Europe, only France and the United Kingdom currently enjoy. Second, she emphasized the need to ‘abolish anachronisms,’ including by having the European Parliament meet only in Brussels, rather that continuing to hold monthly sessions in Strasbourg.” – bto: Sorry, aber das sind doch offensichtliche Dinge, vor allem der Wahnsinn mit Straßburg gehört schon aus Kostengründen sofort eingestellt.
  • “Beyond some ideas for what France could sacrifice for Europe, AKK’s proposals brought nothing new to the table – certainly no ideas about what Germany could offer in return.” – bto: Was könnten wir denn geben? Ja, die vermeintliche wirtschaftliche Stärke, die sich nicht in hiesigem Wohlstand niederschlägt.
  • “France cannot recapture its former glory alone. But, as a leader of the EU, it can. The key is for Europe to remain ambitious – an imperative that Germany’s obsession with the status quo continues to impede.” – bto: Die zurückhaltende Haltung Deutschlands verhindert also das französische Ziel zu alter Größe in der Rolle als Anführer der EU zurückzufinden, vor allem jetzt, wo die unbequemen Briten sich verabschieden. Ehrlich gesagt, spricht alleine schon dieses Ziel der Franzosen gegen unsere Unterstützung.
  • “For nearly 30 years, Europeans have been seeking a new narrative, one that is less about resisting the negative than about embodying the positive. Europe’s leaders sought it in integration. By the time the EU succeeded the European Economic Community in 1993, the goal of Europe had become to create Europeans, united by values, interests, and even to some extent, identity.” – bto: Darf man höflich fragen, wie europäisch die Franzosen sind? Ich denke, keine Nation gibt sich so auf, wie die deutsche. Die Franzosen verfolgen ihre Interessen mit Strategie und Geduld.
  • “Whereas the Europe of the 1950s was desperate to ensure peace and freedom, underpinned by liberal democratic systems and values, the Europe of 2019 is electing nationalist and populist parties that are actively undermining that effort. This is not a status quo anyone should be defending.” – bto: Wenn wir uns da einig sind – und das sollten wir sein! –, dann brauchen wir aber die richtige Antwort. Und die ist eben nicht mehr Integration, sondern Hausaufgaben machen: Migrationsbegrenzung, Wohlstandsschaffung, Subsidiarität, Bescheidenheit.
